In cooperation with ICLEI, Taoyuan City serves as the chair for the first international EcoLogistics Community. To coordinate the development of the EcoLogistics initiative and projects across sectors, the Taoyuan City Government has set up the EcoLogistics Community Chair Office to further facilitate this collaboration over the next 2 years.
EcoLogistics promotes the transportation of goods by giving priority to health, safety, people-centered and low-emission urban development. Nearly 80 percent of more than 2,000 logistics companies nationwide are located in Taoyuan City, including both international and domestic operators such as UPS, FedEx, DHL, MOMO, Lativ and PChome with an annual total output value of more than TWD 500 billion.
The Chair Office will bring industries, government, universities, and institutes together to promote the concept of EcoLogisitcs in five demonstration areas in Taoyuan. In 2020 and 2021, ICLEI and Taoyuan City will work together to develop the EcoLogistics Indicators. By leveraging ICLEI’s extensive network of 1,750 member cities, the EcoLogistics Indicators will benefit cities encountering urban freight issues.
The five demonstration areas, aiming to holistically take into consideration people, the environment, sustainable mobility, energy and construction, will support the development as well as application of the EcoLogistics Indicators.These areas include:
1. Airport Storage and Logistics Area. A low-emission vehicle management and certificate system will be devised to improve air quality.
2. Shalun Green Storage Park. Green building, renewable energy and smart freight traffic management will be incorporated in the planning.
3. Qingpu Green Energy Logistics Cluster. Electric freight vehicles will be introduced.
4. Chunghwa Post Logistics and Huaya Science and Technology Park. Telematics-based fleet management solutions will be piloted.
5. Daxi Historic District. Low-emission last mile logistics will be upgraded with the integration of tourism and active mobility.
In these demonstration areas, sustainable and smart logistics solutions will be planned and implemented in the overall industrial chain, including policies for freight traffic management, routing and vehicles, as well as subsidies and regulatory measures targeting green warehousing, packaging, and recycling. Feasibility studies on innovations such as shared logistics and smart pick-up will also be conducted.
As the chair of the EcoLogistics Community, Taoyuan City is working closely with ICLEI for global cities to stocktake logistics status, self-evaluate potential options, identify strategies and measure impacts. The EcoLogistics Indicators are expected to be launched at the EcoLogistics International Forum scheduled to be held in Taoyuan City from September 22 to 23, 2020.
