Daxi District in Taoyuan City is located 50 minutes by car from Taoyuan International airport. With more than one hundred years of history, the prevalence of water transport by the Tamsui River led to commercial prosperity. Daxi Old Street is located next to the river docks, with many shops and businesses clustered on the current Heping Road in the old main street. It retains the appearance of the shopfronts of the historic pagoda buildings, making it one of the most famous sightseeing spots for visitors.
In 2019, the EcoLogistics Community included the Daxi district as one of six demonstration areas. By early 2020, the Taoyuan city government team engaged with different stakeholders by performing a questionnaire survey of business owners and households. They worked with local district offices and logistics operators to map the area’s logistics hotspots.

How Daxi’s Old Street Quiet Zone and Last-Mile Delivery work?
Since 2020, the current Low Emission Zone (LEZ) in the Daxi demonstration area has been a low-carbon quiet consolidation station adjacent to the residential and the school area. Here, logistics operators can use shared electric tricycles to complete last-mile logistics after unloading their goods at the consolidation station

From April 2022, the low-carbon quiet consolidation station and shared tricycles in Daxi were officially launched, and the Taoyuan city government commissioned the Takoham Environmental Sustainability Foundation to implement the project. The local foundation is in charge of coordinating between the city government, local retailers, and residents. It assists the Taoyuan city government in holding information sessions on how logistics operators and residents can apply for permits for trucks over 3.5 tonnes to enter the old city. Many businesses are highly aware of environmental protection and keen to improve local traffic and environmental issues. The government will continue to work with logistics operators and businesses to communicate policy and feedback on their needs.

These shared electric tricycles can be seen in Daxi’s Old Street carrying out last-mile deliveries by logistics operators. The logistics operators use electric motorbikes, auto-followers, and electric tricycles to deliver goods to the businesses. The first logistics companies to participate are President Transnet Corp (T-cat), Kerry TJ Logistics, and HCT Logistics. Freight forwarders with a regular relationship with Old Street retailers are encouraged to join the service.
No special application is required to park freight trucks at the consolidation station and use the low-carbon green transport provided on-site to deliver the goods to the retailers. The station has two consolidation areas to complete the delivery on the same day; a container can hold 400 pieces of goods. In addition, the local foundation communicates with local businesses to further build shared warehouses in the future
