Promoting electric mobility in Kaohsiung with subsidies

Kaohsiung, the EcoMobility Alliance Chair 2016 – 2018 and the host of EcoMobility World Festival 2017, is the pioneer city of electric mobility. Scooters and motorcycles are the most common travel mode in the city, making this is one of the crucial topics for the city. To promote electric vehicles, the city employs a subsidy approach that includes benefits such as:

  • E-scooters and e-cars do not have to pay fuel tax
  • Direct subsidy of new purchases of e-scooters or e-bicycles. For the older motorized scooters, grants can cover up to one-third of the price of a new e-scooter
  • Companies receive subsidies to purchase e-buses.

As a result, more than 150,000 two-stroke motorcycles were removed in 2016 (84,000) and 2017 (80,000), while 6,020 new e-scooters were purchased, making it the first in Chinese Taipei. This translates to the reduction of 1,642 metric tons CO2 and 102 metric tons of PM2.5.

Push and pull factors are needed to change user demand to favor more sustainable modes. As Kaohsiung-ites are very accustomed to using private motorcycles, the city adopts policies that encourage commuters to give up their private motorcycles while also promoting public transport. From 2020 onwards, the city will not subsidize the exchange of two-stroke motorcycles and will also be ban such vehicles road.

As of 2018 the city maintains 97 electric buses, representing 9.2 percent of the total city buses. By 2030, all public buses in the city will be electrified.
